Step Numbers linked to corresponding Text Block and/or <li> elements in Description

My usual process is to add Step Numbers to the screen shot and then create corresponding numbered items in an ordered list (

1. ...

) in the description. When I reorder, insert or delete a Step Number then I have to manually reorder, insert or delete the corresponding item in the ordered list in the description. It would be much more efficient if I could enter descriptive text for a Step Number and it would sort itself automatically in the ordered list in the description. Alternatively, we could have a special "Step Number" Text Block type which would automatically renumber and re-sort based on the Step Number.
